What does a tour operator do?
A tour operator puts a whole trip together. The United Nations industry classification describes tour operator activities as arranging and assembling tours, sold through travel agencies or directly.
One advert for a Senior Inbound Consultant at a Durban inbound tour operator, listed on the SATSA job board, shows what the work can look like. You design and coordinate the logistics for accommodation, transfers, tours, excursions, flights and car hire. "Inbound" means the trip is for visitors coming into South Africa.
SATSA is the Southern Africa Tourism Services Association, an industry body. It was founded in 1968 to give incoming tour operators a voice, according to a briefing to Parliament.
A tour operator is not the same as a travel agent. The UN classification says a travel agency is mainly in the business of selling travel, tour, transport and accommodation services. The operator is the one building the package.
What does a tour guide do?
A tour guide travels with visitors and tells them what they are seeing. That might be a museum, a township walk or a game drive.
The Tourism Act 3 of 2014 gives the legal meaning. A tourist guide is a person registered under section 50 who, for reward, accompanies people and gives them information or comments. Section 57 says "for reward" includes money or anything else of value.
The Department of Tourism groups guides in three ways:
- Nature guides know plants and animals.
- Culture guides cover heritage, museums and township history.
- Adventure guides lead outdoor activities such as hiking and abseiling.
Guides are also grouped by where they work: site, provincial or national.
Do you have to register as a tour guide or tour operator?
Tour guides: yes. No one may act as a tourist guide for reward unless they are registered (section 57 of the Tourism Act).
To register, the Department of Tourism says you need:
- proof of competence recognised by SAQA (the South African Qualifications Authority)
- a valid first aid certificate
- a signed application form and the fee
- a signed copy of the guides' Code of Conduct and Ethics
- proof of South African citizenship, or a valid working visa
- four passport-size photos
You apply to the Provincial Registrar in your province. You then get a badge and an ID card. Registration lasts three years and works in every province. You must apply to renew before it ends.
⚠️ Warning: Guiding for pay without registration is a crime. The penalty is a fine or up to one year in prison. A company that employs an unregistered guide can be fined up to R100,000.
Tour operators: not under the Tourism Act. The words "tour operator" do not appear in the Act, so there is no tour operator register under it.
But other rules can still apply to a tour business:
- It may not employ an unregistered guide to promote its business (section 57(3)).
- The National Land Transport Act says that, from a date the Minister sets, tourist transport services must be accredited by the National Public Transport Regulator. Ask the Regulator whether this applies to a business you plan to start or join.
- Anyone who drives paying passengers needs a professional driving permit (PrDP). You must be certified medically fit, and the police run a criminal record check with fingerprints.
What do you need to study?
To become a tour guide
- A guiding qualification recognised by SAQA, then registration.
- One example is the Further Education and Training Certificate: Tourist Guiding (SAQA ID 71549, NQF level 4, 134 credits). SAQA says access is open. It assumes you can already do Communication and Mathematical Literacy at NQF level 3.
- SAQA shows the last date to enrol as 30 June 2028.
To become a tour operator
- There is no single required qualification.
- A tourism qualification can help. The Occupational Certificate: Travel Professional (SAQA ID 101372, NQF level 5, 252 credits) lists tour operators among its main places of work. It asks for NQF level 4 with Mathematics.
- SAQA shows the last date to enrol as 30 December 2026. If you want this one, ask a provider now.
- The SATSA advert above asked for at least three to five years in the inbound travel industry. That is one senior role, so check each advert's rules.
Tip: Check the SAQA ID of any course before you pay. Look it up on the SAQA website and ask the provider for the exact qualification title.
Can a tour operator also be a tour guide?
Yes, if they are registered as a tourist guide. The registration rules above apply to the person who guides.
If you drive the vehicle as well, you also need a PrDP.
Which one suits you?
Tour operator might suit you if you:
- like planning, lists and getting details right
- stay calm when plans change
- are happy at a desk and on a phone
Tour guide might suit you if you:
- love talking to people and telling stories
- enjoy being outdoors and on your feet
- can cope with early starts, weekends and holidays
Still unsure? Try both. Ask a lodge, museum or tour company if you can shadow someone for a day.
